New deal for contractors and families

The government is attempting to offer more affordable housing to vulnerable households. The government is overhauling the institutional framework of the “social consideration” program, with the aim of attracting contracting companies that will undertake the construction of social housing on public property. The purpose of the government intervention is to solve the critical housing problem for a large part of the population, by utilizing public property that will be made available to private individuals for the construction of housing, 30% of which will be provided to vulnerable social groups.

The minister of social cohesion and family, Sofia Zacharaki, will present the relevant draft law to the cabinet on Wednesday so that within 2025, through the cooperation of the public and private sectors, the first tenders will start, the relevant contracts will be signed, and some of the thousands of undeveloped public properties will be made available to cover the housing needs of individuals or couples belonging to vulnerable social groups.

The new or renovated apartments will be made available either with a “social” (affordable) rent, or for purchase, or even via the innovative “rent-to-own” model for rental with the possibility of redemption. In fact, where the rental of the newly constructed or renovated state properties is provided for as a consideration, the terms and the amount of the rent concerning social housing and the beneficiaries will be determined in a binding manner.

The ministry is clear that through the “social consideration” a significant strengthening of housing adequacy will be achieved in order to meet the ever-increasing needs of young people for affordable housing, introducing a new model of utilization of public land and properties.

The entire plan is part of a coherent housing policy implemented under the supervision of Zacharaki, which includes the provision of housing or rent subsidies, as well as for home renovation, low-interest loans for the purchase of a first home (My Home I and II) and the coverage of the housing needs of extremely vulnerable groups of citizens.端弱势群体的住房需求。
