Restructuring of SEF to take place in 2023

The Minister of Internal Administration has announced that the restructuring of the Foreigners and Borders Service (SEF) will take place next year.

During the specialist assessment of the State Budget proposal for 2023 (OE2023), José Luís Carneiro said that next year “the restructuring of the SEF will be carried out, allowing the separation of the police functions, control and border management and the administrative functions of reception, integration of immigrants and asylum seekers”.

As part of the break up of SEF, which was postponed until the creation of the Portuguese Agency for Migration and Asylum (APMA), the police powers of SEF will pass to the PSP, GNR and the Judiciary Police, while the current attributions in administrative matters relating to foreign citizens are now exercised by the APMA and the Institute of Registries and Notaries.
